Gurugram Introduces Property Tax Self-Certification for Owners

Gurugram’s Municipal Corporation (MCG) has introduced a new rule requiring property owners to undergo property tax self-certification to complete various transactions at the revenue department office. This includes sale, purchase, lease, and rental registrations. The aim is to ensure that property details like names, plot size, and address are accurate, leading to correct tax bill generation.

To self-certify, property owners can visit the government portal property.ulbharyana.gov.in. They must also clear any outstanding dues and obtain a no-objection certificate (NOC), which is already mandatory for property registration.

This decision was made in a meeting chaired by MCG Commissioner Narhari Singh Banger. The MCG plans to launch a campaign with Resident Welfare Associations (RWAs) for property tax self-certification. A survey in January 2022 found that 5.1 lakh properties fall under the MCG’s purview. Residents had reported incorrect details in the new property IDs, leading to a flawed database. The MCG is rectifying this data based on complaints and checks.

Self-certification is now mandatory for property registration. RWAs will be trained to assist residents, and officials will provide lists of properties needing certification. Properties owned by government agencies will also be certified with MCG staff support.

The Commissioner directed officials to quickly handle new property ID applications and tax data rectifications. He emphasized resolving objections within the Right to Service Act’s time limit. In 2023-24, MCG collected Rs 250 crore in property tax, half of its Rs 500 crore target. However, this was a 30% increase from the previous year, when it earned Rs 186 crore.

In conclusion, the MCG’s new property tax self-certification rule aims to improve property tax data accuracy and streamline transactions, benefiting property owners in Gurugram.
