Gautam Buddha Nagar’s Industrial Land Allotment Policy Updates

The industrial land allotment policy in Gautam Buddha Nagar is being revised once again. Authorities in Noida, Greater Noida, and Yamuna Expressway Industrial Development Authorities plan to implement e-auctions for plots up to 8,000 square meters. For larger plots, they will use an objective criteria or interview process. This decision follows a review meeting led by Chief Minister Yogi Adityanath, who approved the authorities’ request to independently determine allotment methods.

Previously, on July 6 of the previous year, UP Industrial Development Commissioner Manoj Kumar Singh directed the abolition of the e-auction process, reinstating the earlier objective criteria method. Following this, Noida and Greater Noida adopted an interview-based approach, with YEIDA joining in September. This change came after protests from entrepreneurs, particularly from the MSME sector, who argued that e-auctions favored large enterprises, making it difficult for smaller businesses to secure plots.

Noida Authority has since allocated some plots using the new criteria, while Greater Noida and YEIDA launched schemes under the revised system. However, in February, UP Industrial Development Minister Nand Gopal Gupta Nandi instructed the authorities to seek the Chief Minister’s approval before proceeding with any land allotments through interviews, stalling the process. The allotment process is expected to resume soon with a new order implementing the updated policy.

Before April 2022, industrial plots were allocated using a combination of draws, interviews, and evaluations by a screening committee led by the Chief Executive Officer. Entrepreneurs of all categories could participate, with plots larger than 2,000 square meters evaluated by the committee and smaller plots allocated through a draw.

PK Tiwari, president of the Industrial Entrepreneurs Association, expressed concerns that the new policy still favors larger investors. He noted that the e-auction process inflates plot prices, disadvantaging small entrepreneurs. Tiwari suggested that plots up to 2,000 square meters should be allocated through a draw of lots to ensure accessibility for smaller industrialists, emphasizing the importance of the MSME sector as a major job creator.
