District Magistrate Tackles Noida Flat Registration Issues

The district magistrate of Noida recently convened a meeting with flat buyers, developers, and officials from the stamp and registration department to address ongoing Noida flat registration issues. The primary goals were to expedite the registration process and boost stamp revenue for the state. The meeting, held at the collectorate auditorium, saw discussions led by Assistant Inspector General Registration (I) BS Verma.

Key issues highlighted included the fact that out of 57 developers who agreed to resettle their projects, only 28 have paid 25% of their dues upfront. This has contributed to delays in registration, particularly as some developers have not provided necessary details, exacerbating the Noida flat registration issues. Between February 26 and August 29, 2024, a total of 7,368 flats were registered in GB Nagar, with 5,297 under rehabilitation schemes and 2,070 through the routine process.

A significant concern raised was the lack of occupancy certificates (OCs), which developers cited as a reason for registration delays. The district magistrate urged builders to register flats with OCs promptly and to expedite obtaining OCs for others to facilitate registration, thereby addressing some of the Noida flat registration issues. It was also revealed that some developers have allocated flats without completing the registration process, leading to revenue losses for the state.

The Stamps and Registration Department reported a revenue collection of Rs 3,585 crore for 2023-24, up from Rs 3,018 crore in the previous year, with a target of Rs 4,880 crore for the current financial year. Residents also complained about inflated maintenance fees and substandard facilities, with some developers failing to transfer maintenance responsibilities to apartment owners’ associations.

The district magistrate stressed the importance of resolving these issues swiftly and encouraged builders and buyers to seek assistance from the Stamp Department or directly from him. He also announced a campaign to ensure all flats are registered and to take strict action against builders who hand over possession without registration, which results in significant stamp revenue losses. Currently, occupancy certificates have been issued for 9,762 flats, but developers have yet to process their registration.
