U.P. Launches BOCW Registration Camp for Worker Benefits

The Labour Department of Gautam Buddha Nagar, Uttar Pradesh, has launched a special registration and renewal camp for construction workers under the Uttar Pradesh Building and Other Construction Workers (BOCW) Act. The initiative aims to help workers access government welfare schemes, including financial aid during employment restrictions. This campaign primarily focuses on increasing awareness and participation in BOCW Registration to ensure eligible workers receive necessary benefits.
Key Highlights:
- Active Registrations: Currently, 15,102 construction workers are actively registered in the district, receiving ₹1,000 per week as a subsistence allowance under Stage 4 GRAP (Graded Response Action Plan) restrictions. The allowance is transferred directly to Aadhaar-linked bank accounts via the Direct Benefit Transfer (DBT) system.
- Eligibility: Workers aged 18–60 years and involved in construction-related activities can register via Jan Seva Kendras or the official portal www.upbocw.in. BOCW Registration is essential for accessing government welfare schemes.
On-Site BOCW Registration Camps
To boost registrations, the department has set up camps at multiple construction sites across Noida and Greater Noida. This initiative ensures convenience for workers who may otherwise find it difficult to visit designated offices. These camps will run for a week and are being conducted at key locations, including:
- Stellar Site, Sector-01, Greater Noida
- Eldeco, Sector-150, Noida
- Labor Adda, Sector-15, Noida
- Yamuna Authority Area, Jewar
- Khoda Colony Labor Check, Noida
…and many more.
Addressing Low Registration Rates
Despite an estimated 2.75–3 lakh construction workers in Gautam Buddha Nagar district, only 15,102 are Aadhaar-authenticated with the labour department. Officials attribute this to the transient nature of construction workers, many of whom are migrants. A significant hurdle is the requirement of proof of working 90 consecutive days at a construction site, which many workers fail to meet. The ongoing drive focuses on simplifying BOCW Registration for such workers to expand their access to welfare schemes.
Collaboration with Real Estate Developers
The Labour Department is working with real estate developers to improve registration numbers. The Confederation of Real Estate Developers’ Associations of India (CREDAI), NCR, emphasized the need for collaboration between the administration and developers. As stated by Gaurav Gupta, secretary of CREDAI NCR:
“This initiative will ensure construction workers continue receiving allowances during employment bans like GRAP, preventing unnecessary migration and benefiting both workers and the real estate sector.”
Supreme Court’s Directive
The Supreme Court recently directed NCR states, including Uttar Pradesh, Delhi, Haryana, and Rajasthan, to register affected workers promptly. This ensures timely compensation during construction bans, such as those imposed from November 18 to December 5 under GRAP Stage 4. The court’s directive highlights the importance of BOCW Registration for ensuring workers receive the financial support they need during such restrictions.
Government’s Vision
The Labour Department aims to maximize registrations during this drive to help workers access welfare schemes and allowances. Camps have also been set up to renew registrations for workers whose one-year validity has expired. Officials hope that increased awareness and simplified BOCW Registration processes will enable more workers to benefit from the program.
With these efforts, the Labour Department hopes to mitigate hardships faced by construction workers and strengthen their social security net.
