Plan to Develop Unauthorized Colonies in Delhi: Progress and Strategy

The Delhi government has initiated a comprehensive plan to develop unauthorized colonies in Delhi. The government is focusing on four key parameters: the status of solid waste management, condition of roads, nature of borewells, and condition of sewers. Reports have been requested from various departments, including the Municipal Corporation of Delhi and the Public Works Department, on these parameters.

Data collection is underway, and once completed, a renewed effort will be made towards redevelopment, starting with Sangam Vihar. A senior official highlighted the challenge posed by the multiplicity of agencies in carrying out development works and assigning responsibilities. Agencies have been instructed to provide data on unauthorized colonies under their jurisdiction, broken down by Vidhan Sabha constituencies.

It is estimated that over 30% of Delhi’s population resides in illegal colonies. Of the 1,797 such settlements recorded, excluding 66 affluent areas, the government has identified 1,731 for regularization and redevelopment.

Agencies are required to furnish data on sewer lines, legal and illegal borewells, and solid waste management methods. This data will aid in planning the redevelopment of unauthorized colonies, with a focus on sanitation and water management to ensure a cleaner environment for residents.

The Lieutenant Governor recently highlighted the unhygienic conditions in Sangam Vihar, prompting Chief Minister Arvind Kejriwal to direct the chief secretary to address the area’s issues. The Delhi government has previously improved road networks and installed piped water and sewer lines in unauthorized colonies, spending nearly Rs 5,000 crore over nine years.

The government’s efforts have resulted in the re-laying of around 4,000 km of roads and streets, as well as the installation of 2,484 km of water lines and 2,091 km of sewer lines in these areas. With over Rs 900 crore allocated, officials aim to upgrade the majority of unauthorized colonies in the 2024-25 financial year.
