Delhi Construction Waste Recycling: Key Strategies

The Delhi government has mandated that various agencies, including the Delhi Development Authority (DDA), Delhi Metro Rail Corporation (DMRC), Public Works Department (PWD), Delhi State Industrial and Infrastructure Development Corporation (DSIIDC), and local bodies, enhance their use of recycled construction and demolition (C&D) waste materials. This initiative in Delhi construction waste recycling aims to reduce the volume of waste reaching landfills, thereby minimizing environmental degradation and lowering greenhouse gas emissions. The recycled materials can be sourced from government facilities located in Jahangirpuri (Burari), Shastri Park, Mundka (Ranikhera), and Bakkarwala.
The Ministry of Housing and Urban Affairs has set an ambitious target for the utilization of recycled waste products, aiming for 220,000 metric tonnes for the fiscal year 2024-2025. Specific targets have been allocated to various agencies: DDA is tasked with 110,000 metric tonnes, DSIIDC with 154,000, the Irrigation and Flood Control Department with 210,000, NDMC with 26,250, PWD with 110,000, DMRC with 11,000, and the Railway Board with 11,000 metric tonnes. Agencies are required to submit plans detailing how they will incorporate Delhi construction waste recycling products into their projects.
The Municipal Corporation of Delhi (MCD) has already begun utilizing C&D waste in its projects and is confident in meeting the government’s targets. The MCD has successfully used plastic waste in road construction in areas like Daryaganj, Siddharth Nagar, and Greater Kailash I, with plans to expand this initiative. Additionally, a new directive mandates that government agencies will withhold payments to contractors who fail to use recycled materials from designated processing facilities.
To further support these efforts, the MCD is planning to establish a new waste processing plant at Tehkhand in Okhla. This facility will manage the collection, transportation, processing, and disposal of waste from the central and southern zones of the MCD. All agencies involved have been instructed to collaborate closely to meet the Delhi construction waste recycling targets, with the warning that failure to do so may result in coercive measures.
