Unified Land Allocation Policy Awaiting Approval in Noida

After over a decade, the three major authorities in Gautam Budh Nagar—Noida, Greater Noida, and Yamuna Expressway—are moving forward with a Unified Land Allocation Policy for industrial, group housing, and commercial sectors. Initiated in 2010, this policy aims to streamline procedures, lease terms, eligibility, and rental structures, creating a more consistent and transparent framework for businesses and investors across the district.
The recent push to adopt the Unified Land Allocation Policy was discussed at a board meeting led by Chief Secretary Manoj Kumar Singh of the Greater Noida Authority. A formal document outlining the “Unification of Policies of Noida, Greater Noida & YEIDA” was presented, highlighting the proposal’s potential to standardize land allocation and simplify regulatory processes across the three jurisdictions.
The need for a Unified Land Allocation Policy was identified over 14 years ago, as the authorities faced challenges in maintaining consistent policies. Since then, criteria for allotments have varied, shifting from objective-based to interview-based, and later to e-tenders, causing confusion among investors and operational delays. Industrial land allotments, for instance, were suspended for nearly 10 months due to these policy shifts.
In 2010, Greater Noida Authority engaged Sarc & Associates to create a standardized approach as part of the Unified Land Allocation Policy but faced logistical setbacks, halting the project. Last September, Singh directed the authorities to renew the contract with Sarc. Each authority designated nodal officers—Soumya Srivastava for Greater Noida, Sanjay Kumar Khatri for Noida, and Kapil Singh for Yamuna Expressway—to lead the unification process.
Sarc agreed to resume the project at the original rate of Rs 36.5 lakh plus GST. In December, nodal officers and finance controllers convened to evaluate current policies, refine procedures, and draft new standard operating procedures (SOPs) under the Unified Land Allocation Policy. Following board approval from the Greater Noida Authority, the cost-sharing arrangement was finalized.
The Unified Land Allocation Policy is currently pending final approval from the boards of all three authorities. If implemented, it promises to establish a clear, stable regulatory environment for land allocations, benefiting businesses and enhancing investment opportunities in Gautam Budh Nagar.
