Crackdown on Unauthorized Construction in Palam Vihar

Gurugram, India – In a decisive move against unauthorized construction in Palam Vihar, the Department of Town and Country Planning (Enforcement) has once again sealed a building in the C-2 Block. The property at House No. 913 was initially sealed due to unauthorized construction, but the owner’s illegal attempt to de-seal and resume activities prompted immediate re-sealing and increased monitoring.

District Town Planner Manish Yadav has formally requested the Deputy Commissioner of Police to ensure that seals on House No. 913 and another property, House No. 1310, remain intact. Both properties were previously sealed in June 2024 for violations related to unauthorized construction in Palam Vihar but were unlawfully reopened by the owners. Despite efforts to reseal on September 9, tampering by the owners forced further enforcement actions.

The Punjab and Haryana High Court is now actively involved, following a petition by the local Resident Welfare Association (RWA) addressing unauthorized construction in Palam Vihar. The petition highlights the construction of 16 flats across 11 buildings in the C-2 Block, which violates the Haryana Building Code. Several buildings have been constructed as four-storey structures on residential plots, with each floor containing multiple flats.

Justices Arun Palli and Vikram Agarwal have directed the Haryana government to stop all further unauthorized construction in Palam Vihar and to provide a response to the court by October 28. This has led to intensified scrutiny and a broader crackdown on illegal developments in Gurgaon.

In addition to resealing actions, the DTPE has carried out a large-scale demolition and sealing drive in the Palam Vihar Vyapar Kendra Market. This operation targeted illegal structures and unauthorized businesses, including a liquor shop and a gym operating in restricted areas.

The court’s stern directives and the DTPE’s enforcement measures underscore a rigorous approach to controlling unauthorized construction. The RWA’s concerns and the court’s warning signal severe legal repercussions for further violations.
