Haryana Urban Land Sale Regulations Simplified: No NOCs Required

Haryana’s Minister of State for Urban Local Bodies, Subhash Sudha, has announced a significant change regarding the sale and purchase of agricultural land within urban areas. Municipal councils and committees will no longer require No-Objection Certificates (NOCs) for these transactions. This move aims to simplify the process for landowners, who can now directly register their properties without having to pay property tax or development fees.
The state has approximately 2,52,000 such properties, and this change is expected to benefit a large number of landowners. Sudha made this announcement during a press conference in Chandigarh, where he explained the new procedures. He mentioned that permission will be granted to sell vacant plots within colonies in urban areas, provided that applicants clear any outstanding property tax and fees. Once these payments are made, they will receive a ‘No Dues Certificate,’ allowing them to proceed with the sale of their property. This initiative is expected to benefit around 4,30,000 properties.
In addition to this, Sudha highlighted another important change. Property owners who have self-certified their properties within Lal Dora boundaries will now be permitted to sell their properties. This move will benefit approximately 6,85,000 such properties.
Sudha also mentioned the regularization of 741 unapproved colonies in all urban areas across Haryana. This regularization grants owners the right to sell around 1,71,368 properties within these colonies. Efforts are underway to complete the regularization of the remaining 433 colonies by June 30. Additionally, 705 small areas (patches) have already been regularized, and the remaining 1,200 patches, except those on government land, forest areas, or green belt and road lands, will be authorized by June 30. This move is expected to benefit a total of 13,38,000 properties in the state.
The minister also addressed the issue of objections on 1,17,705 properties, which prevented people from depositing the amount due. He mentioned that they have now been provided with the facility to deposit the amount.
To further facilitate urban residents, all registration details from Haryana Shahari Vikas Pradhikaran (HSVP), Haryana State Industrial and Infrastructure Development Corporation (HSIIDC), and tehsil offices will automatically appear on municipal bodies’ property portals. This eliminates the need for individuals to visit offices or seek assistance elsewhere.
Sudha also mentioned a new rule that allows family members to divide their property, with the smallest division being as small as 50 square yards.This rule is applicable to properties in urban areas under municipal bodies’ jurisdiction, with the exception of those governed by the HSVP, HSIIDC, and licensed colonies under town and country planning regulations. Previously, property owners encountered challenges in transferring property upon death, whether through a will or otherwise, due to various reasons.
These changes aim to simplify the process of property transactions within urban areas in Haryana, benefiting a large number of property owners and streamlining various procedures involved in property dealings.
