Delhi High Court has demanded a status report on SVA Inquiry

Nearly 15 months after the Central Bureau of Investigation (CBI) requested a copy of the Delhi Development Authority’s (DDA) internal vigilance inquiry regarding construction lapses at Signature View Apartments, the Delhi High Court has demanded a status report. This request followed a letter from the CBI in March 2023, seeking details and a copy of the vigilance inquiry ordered by the lieutenant governor.

Justice Subramonium Prasad, in a recent order, noted the significant delay since the CBI’s letter and directed the DDA to provide a status report detailing actions taken since receiving the letter. The court’s intervention came in response to a plea from a resident affected by the construction issues. The plea called for an independent Special Investigation Team (SIT) or a CBI/judicial probe into the alleged misconduct and corruption by DDA officials and contractors involved in the project.

The petitioner also requested that stakeholders and homebuyers be informed about the investigation’s progress and sought a halt to any proposed demolition of the Signature View Apartments until those responsible are held accountable.

In response to the court’s inquiry, the DDA revealed that the lieutenant governor had ordered immediate criminal proceedings against the contractors and construction agencies involved back in January of the previous year. The LG also mandated a vigilance inquiry to identify and take action against any officials responsible for the construction lapses within 15 days.

An official release from the LG’s office highlighted structural flaws in the buildings that posed significant risks, which the DDA had reportedly dismissed. The CBI’s involvement came after discovering that the vigilance report was missing from the initial complaint, prompting them to request the document from the DDA in March 2023.
