Amrapali Dream Valley: 51 Buyers Finally Unlock Dreams

After years of delays, 51 buyers of the Amrapali Dream Valley Enchante in Greater Noida West finally received the keys to their apartments this past Sunday. The handover process was initiated by the National Buildings Construction Corporation (NBCC), four years after being assigned the responsibility to complete the long-stalled project. Over 800 more homebuyers from this project are expected to receive possession soon.

Among the recipients was Shailendra Bhadauri, a 56-year-old single parent who had booked his 2BHK flat in 2013 for Rs 38 lakh. Bhadauri, employed in the public sector, took a loan of Rs 12 lakh for his home and has been paying Rs 18,000 as his monthly EMI. Currently residing in a government accommodation in Delhi, Bhadauri will need to vacate it upon his retirement in three years. On finally receiving the keys, he expressed his relief:

“Buying this flat drained all my life savings, and I’m still in the process of paying off the loan. Securing the loan was also challenging, as banks required formal letters from the court or NBCC. The journey, from protests at Jantar Mantar to Supreme Court petitions, has been emotionally and financially draining. But now, there’s a ray of hope,” Bhadauri remarked.

A Decade-Long Struggle for Homebuyers

The Amrapali Dream Valley project, launched in 2010, was to be developed in three phases. Amrapali Dream Valley Enchante, the third phase, began construction in 2014, with an initial promise to hand over flats within 36 months. However, the developer’s bankruptcy halted construction shortly after site excavation. In 2019, the Supreme Court assigned NBCC the responsibility of completing the remaining 38,159 units from the stalled Amrapali Group projects.

While NBCC awarded the tender to a private firm in 2020, the contractor was blacklisted in 2022 due to delays. Another firm, Gautam Builders, was brought in to complete the project. Of the five towers in Amrapali Dream Valley Enchante, two – H5 and H6, comprising 300 flats – are ready, with the remaining three towers nearing completion. All units in the project are 2BHKs.

A Glimpse of Hope After Financial Hardships

Another homebuyer, Anuj Maurya, a professional in the financial sector, was handed the keys to his apartment on Sunday. He had booked his flat in 2015 for Rs 33 lakh, financed through a Rs 15-lakh loan. During the wait, Maurya lived on rent in Vaishali, Ghaziabad, while continuing to pay off his loan. Despite nearly losing hope in 2018, Maurya found strength in the solidarity of other homebuyers and joined them in their protests.

“The financial pressure and uncertainty were immense, but the support and unity of fellow buyers helped me persevere,” he said.

Dipankar Kumar, a leading figure in the homebuyers’ fight for justice, is still awaiting possession of his flat but is optimistic as the “long battle is now yielding results.”

NBCC’s Efforts Across Amrapali Projects

NBCC is currently overseeing 14 stalled Amrapali projects in Noida, including Sapphire 2, Crystal Homes, Golf Homes, Centurion Park 2, and the remaining phases of Amrapali Dream Valley. In a landmark 2019 ruling, the Supreme Court held the Amrapali Group responsible for misappropriating funds and revoked its RERA license.
