Noida Govt’s One-Time Settlement Scheme for Stamp Duty Cases

The Uttar Pradesh government has rolled out a new One-Time Settlement (OTS) Scheme to help resolve the backlog of stamp duty cases in Noida. Property owners with pending dues can now clear their cases by paying a small penalty of Rs 100, along with any outstanding stamp duty, interest, and other dues. This scheme, which began on January 1, 2025, is set to tackle the 1,400 unresolved cases in GB Nagar’s courts.
This initiative aims to clear up the litigation pile-up and boost state revenue. According to SB Mishra, Assistant Inspector General-2 of the Stamp and Registration Department, sub-registrars identify cases where the correct stamp duty wasn’t paid by tracking undervalued property deeds. Many property owners fail to settle the correct amounts, which leads to long-running cases and bigger fines. The One-Time Settlement Scheme offers them a chance to resolve disputes efficiently.
With this scheme, property owners can now settle their cases quickly without facing steep penalties, which in the past could be as high as four times the original amount due. Mishra highlighted that the One-Time Settlement Scheme is a win-win—it helps speed up case resolutions, lowers the financial burden on property owners, and ensures the state recovers more revenue. The scheme will be available until March 31, 2025, and the goal is to clear all 1,400 pending cases during this period.
While a similar initiative was launched two years ago, only a few cases were settled. This time, officials are determined to make the One-Time Settlement Scheme more effective and resolve all 1,400 cases still tied up in court.
