New SOP for Government Projects: Ensuring durability

The state’s planning department has introduced a new standard operating procedure (SOP) aimed at ensuring quality control in government projects exceeding Rs 50 crore, which will be executed under the EPC (Engineering, Procurement, and Construction) mode. This move is designed to improve the long-term sustainability and durability of these projects.

Implementing SOP for Government Projects to Ensure Structural Integrity

A significant feature of the SOP for Government Projects is the appointment of independent auditors and civil engineers with specialized expertise in evaluating the structural durability of both raw materials and building structures. These experts will assess the project’s quality at various stages, helping identify issues before they become costly problems.

Provision for Third-Party Audit Costs

As part of the planning process, departments will need to allocate 0.5% of the sanctioned budget (excluding taxes) to cover the cost of third-party audits. This will ensure that external experts are involved throughout the project lifecycle, adding an additional layer of oversight.

Quarterly Technical Audits During Crucial Phases

The new SOP for Government Projects mandates that a comprehensive technical audit be conducted quarterly or during key phases of construction, including plinth preparation and slab casting. This continuous monitoring will allow for early detection of any discrepancies, ensuring high-quality standards are maintained.

Expert Oversight from Government Institutes

Departments are encouraged to collaborate with civil engineering experts from government institutes or consider other qualified professionals to ensure technical assessments are thorough and reliable.

Focus on Final Stages of Project Completion

As projects near completion, a detailed review will be conducted to ensure that essential systems, such as drainage, rainwater harvesting, waterproofing, firefighting installations, and cabling, are all implemented as per contract specifications. This final audit is crucial for guaranteeing that all infrastructural and safety elements meet required standards.

The guidelines, initially outlined by the Public Works Department’s building cell in March 2023, have been forwarded by Principal Secretary of the Planning Department, Alok Kumar, for further clarity and implementation.
