In Gurugram, the enforcement wing of the Department of Town and Country Planning (DTCP) has issued show cause notices to 30 residential units in upscale colonies for Gurugram OC violation. The property owners in licensed colonies like DLF 1 & 2, Sushant Lok 1, and South City carried out additional construction, including building rooms in stilt parking areas and other structures in their buildings after obtaining OCs, officials said.

District Town Planner (Enforcement Wing) Manish Yadav stated, “A notice has been issued to the property owners, asking them to reply in seven days. If the replies are unsatisfactory, the department will initiate action, including restoration orders, cancellation of occupation certificates, and a ban on registrations.” This action follows complaints received by the enforcement team of the department about illegal constructions on terraces, ground floors, and balconies of some flats.
Yadav further explained, “After receiving occupation certificates, additional construction and alterations have been made in the houses by tampering with the building plan originally submitted to procure the occupation certificate.” He emphasized that action will be taken as per provisions of the Haryana Urban Development Act, as unauthorized construction is a violation and a punishable offense.
To enhance transparency in the issuance of OCs, DTCP has developed a software on the DTCP portal for random inspections of buildings that have obtained the certificate. 10% of OC files submitted by architects under the self-certification scheme can be randomly inspected by the department. If provisions for future construction on any site are made after the occupation certificate has been granted, it is considered a violation of norms. Architects issuing such certificates will face action.
The DTCP chief Amit Khatri recently directed officials to select cases for inspection through the software to ensure transparency. If any wrongdoing is identified during inspection, DTP scrutinizes the selected file, inspects the building, and uploads a detailed report along with photographs on the portal with comments to approve or reject the file.
