Clear Your Dues: Noida’s OTS Scheme Explained for 2025

In Noida, only 13,500 consumers out of a whopping 1.31 lakh defaulters took advantage of the first phase of the one-time settlement (OTS) scheme introduced by UPPCL. This scheme, designed to help consumers clear outstanding electricity dues, started on December 15, 2024, and wraps up on January 31, 2025. So far, ₹30.40 crore in dues have been cleared, but this is just a fraction of the total ₹347 crore owed.
Crackdown on Defaulters
Chief Zonal Engineer Harish Bansal has made it clear—there’s no room for leniency. With 1.17 lakh defaulters still in the red, the power department plans to ramp up recovery efforts. Camps will be set up for smoother collections, and major defaulters could see their power lines disconnected if payments aren’t made soon.
Why the OTS Scheme is a Big Deal
The OTS scheme offers much-needed relief for consumers, especially farmers and domestic users, by significantly reducing surcharges on overdue bills as of September 30, 2024. Here’s a brief overview of how it works:
- Phase 1 (Dec 15–31, 2024): 100% waiver on surcharge for full payments.
- Phase 2 (Jan 1–15, 2025): 80% surcharge waiver.
- Phase 3 (Jan 16–31, 2025): 70% surcharge waiver.
- Flexible instalment options for all categories, including domestic, commercial, industrial, and even permanently disconnected users.
Farmers and residential consumers especially stand to gain the most, as the first phase offered a complete waiver on dues if paid in full.
Prepping for 2025: Infrastructure Upgrades and Maintenance
In a recent meeting with senior power department officials, including executive engineers and technical teams, Bansal stressed the need to wrap up all pending infrastructure upgrades for FY 2023-24 and FY 2024-25 by March 31, 2025.
The team has also been asked to prepare estimates for 2025 immediately so that tenders can be issued without delays. With summer just around the corner, ensuring uninterrupted power supply will be a top priority.
February 2025 has been earmarked as “Maintenance Month,” with planned activities like trimming trees, repairing lines, and tackling other maintenance tasks.
Creating Awareness and Curbing Power Theft
The power department is working to spread the word about the OTS scheme. Public representatives are being roped in to highlight its benefits, while vigilance teams will focus on areas prone to theft and defaults.
