Action Against Blacklisted Architects in Gurugram

In a significant move, the Haryana Shahari Vikas Pradhikaran (HSVP) has blacklisted 18 architects in Gurugram for their involvement in unlawfully issuing occupancy certificates (OCs) for four-story buildings, contravening government regulations. This action follows a directive from the Director of the Department of Town and Country Planning (DTCP) issued nearly three months ago.

The Chief Town Planner of HSVP has formally requested the removal of the blacklisted architects’ IDs from the online building plan approval system operated by the Information Technology Department. A comprehensive report detailing this removal process is expected to be submitted to the DTCP soon.

An HSVP official commented, “These blacklisted architects in Gurugram, responsible for improperly certifying numerous residential structures, will soon have their details published on the HSVP website.”

In July, the DTCP director initiated the blacklisting of these architects and sought the cancellation of their registrations from the Council of Architecture. This cancellation process is currently under review and is anticipated to take several months.

The implicated blacklisted architects in Gurugram issued OCs for buildings that not only bypassed regulations set in February 2023 but also lacked sanctioned plans for four floors. Many of these structures failed to comply with essential fee payments, including floor-area ratio (FAR) and external development charges (EDC), rendering the issuance of OCs illegal.

An investigation revealed that approximately 58 houses had received OCs in violation of building norms, prompting the current actions against these blacklisted architects in Gurugram. Among those blacklisted are Anuj Yadav, Saurabh Kathuria, Pankaj Kumar, and Himani Gupta, among others. As the Council of Architecture continues its investigation, the future of these blacklisted architects remains uncertain.

This crackdown aims to uphold building regulations and ensure compliance, reinforcing the integrity of the urban development process in Gurugram.
