Ghaziabad’s 2031 Master Plan: A Vision for Future Growth

After nearly two years of intense discussions, the Ghaziabad Development Authority (GDA) board has approved the draft of the unified 2031 Master Plan. This comprehensive plan, which includes the regions of Ghaziabad, Loni, and Modinagar/Muradnagar, aims to guide the city’s development over the coming years.

Key Highlights of the Ghaziabad’s 2031 Master Plan

  • Total Development Area: The plan covers a total developed area of approximately 33,543.1 hectares. This includes 18,687.8 hectares in Ghaziabad, 6,874.9 hectares in Modinagar, and 7,980.4 hectares in Loni.
  • Population Growth: With the city’s population projected to reach 4.8 million by 2031, the plan reserves about 39.8% of the area (12,873.1 hectares) for residential development. Additionally, 2.2% of the land (702.85 hectares) is designated for commercial use.
  • Transit-Oriented Development (TOD): The plan incorporates TOD zones along the 1.5 km rapid rail corridor (4,261.43 hectares) and 500 meters along the Red Line and Blue Line metro corridors (616.61 hectares).
  • Special Development Area: A Special Development Area (909.82 hectares) is planned around the Duhai RRTS depot, enhancing connectivity and infrastructure.

Approval Process and Revisions

The draft plan faced multiple rejections and revisions before approval. Initially delayed to include the state’s TOD zone, the draft was put on hold by the Meerut divisional commissioner due to the exclusion of the Duhai Namo Bharat station-cum-depot. Further revisions were made after public feedback, addressing 72 objections primarily concerning recreational and green belt areas.

In March, the state government requested further clarifications, particularly regarding the green zone and ‘record of right’, which designates green belts along expressways and state highways. These issues have been resolved in the latest draft, ensuring comprehensive development, especially around rapid rail, metro, and expressway corridors.

Future Development Prospects

The Master Plan 2031 proposes mixed and residential land use along the SAD and TOD zones, with a Floor Area Ratio (FAR) increase from 1.5 to 5. This change is expected to boost residential and commercial growth, allowing the GDA to generate higher revenue.

This strategic 2031 Master Plan is now awaiting approval from the state government before implementation, marking a significant step towards Ghaziabad’s future urban development.
